To demonstrate that the country is presently all around arranged for any fiasco, the Duterte administration showcased their recently manufactured state-of-the-art-commander center as Super Typhoon Ompong entered the Philippine Area of Responsibility (PAR).
When he was as yet the Mayor of Davao City, President Rodrigo Duterte managed to build a modern command center in his place because he believes in the importance of having bleeding edge offices to investigate and dispatch a superior and all around facilitated help amid crisis circumstances.
Davao City was one of the main urban areas in the country to introduce such facilities.
Fortunately, National Disaster Risk Reduction and Management Council (NDRRMC) also managed to build a modern command center which they called NDRRMC Intelligent Operations Center (IOC) located at Camp Aguinaldo. The 600-square meter building where the IOC is placed was started in 2014 and was completed before 2016. The NDRRMC only started using the facility by early 2016.
The 3-level operations center houses a state-of-the-art communication equipment that provides smooth and continuous communications connectivity and enhances the abilities of the council to handle a disaster.
According to the reports, the ground floor is allotted to different agencies that tasked to respond during emergency situations. The second floor is where the main operations center is located. It has large screens and state-of-the-art equipment to monitor the situation around the Philippines. And, the third floor is served as the meeting room of officials and it also has a large screen to view the screens from the command center.
The government was lucky that they didn’t spend a single centavo in building the command center as the said facility was donated by SMSGT Inc. and other foreign partners. It was estimated that the government saved 250-300 million pesos ($5.8 – $6.9 million) in building the command center.
Before, the past administration received a tremendous amount of criticism after Typhoon Yolanda killed thousands of Filipinos in 2013. The netizens blamed the Aquino administration for their lack of action during the said disaster.
On September 13, President Rodrigo Duterte personally visited the command center to discuss measures and preparations for the expected onslaught of Typhoon ‘Ompong’.
